Sheriff Bruce Mix

When Bruce Mix was elected sheriff in 1986, he had been an employee of the Modoc County Sheriff Department for 16 years. During his tenure as sheriff, a million dollar addition to the jail was completed. Bruce Mix and other county officials initiated Modoc County official opposition to Governor Wilson’s decision to parole convicted seriel rapist Melvin Carter to the Devil’s Garden Conservation camp in 1994. Carter remained at the camp, but the county-wide protest gained national attention and forced the California Department of Corrections to rethink its parole policies.
