When there is an immediate threat or actual emergency, local governments implement emergency plans and take actions to mitigate or reduce the threat. Actions may include deploying field-level emergency response personnel, activating emergency operation plans, and issuing orders to protect the public. All accessible and applicable state, federal, and local resources will be committed to protect lives, property and the environment.

The mission of the Modoc County Office of Emergency Services (OES) is to provide a structure for emergency response that minimizes the loss of lives and the destruction of property, while maintaining governmental services during an emergency.

OES's objective is to incorporate the principles of emergency management and effectively prepare for an operational response that will coordinate the personnel and resources of the county into an efficient organization capable of responding to and recovering from an emergency. It will meet the requirements of both the federal and state emergency response organizations.
